Latino Community Mobilizes for HB 3650 at State Capitol on April 23

Salem, OR – April 2025 PODER Action Alliance, a statewide organization dedicated to advancing equity and representation for Latino communities in Oregon, is organizing a Legislative Action Day on Tuesday, April 23, at the Oregon State Capitol in Salem. This community mobilization—known as Lobby Day—will focus on building support for House Bill 3650, also known as the Latino Health 3650 Act.
HB 3650 aims to create a more accessible, inclusive, and culturally responsive healthcare system for Latino Oregonians. Central to the legislation is the proposed Latino Health System Task Force, which would identify structural barriers to care and develop policy recommendations. These include increasing Latino representation in the healthcare workforce, expanding access to care in Spanish, and ensuring culturally relevant services across the state.
The day will also feature the Latino Leadership Luncheon, a gathering that honors community leadership and fosters collaboration between advocates, allies, and public officials. Together, these events underscore the political, cultural, and community strength of Oregon’s Latino population.

Delegations from across Oregon are expected to attend, along with state legislators who have already expressed support for the Latino Health 3650 Act. The day will also spotlight stories from Latino families facing healthcare challenges under the current system. Following a successful public hearing on March 11, this marks the second major mobilization in support of the bill. According to PODER Action Alliance board members, the call for a dignified healthcare system for Latinos in Oregon will continue throughout 2025.
